FBI Raids Alberto M. Carvalho’s Home and Headquarters

FBI agents executed search warrants at the home of the Los Angeles Unified School District’s superintendent and at district headquarters Thursday morning, dramatically escalating a widening investigation into contracting and procurement practices within the nation’s second-largest school system. “The FBI on Wednesday morning served search warrants at the Los Angeles Unified School District’s headquarters and the home of Superintendent Alberto Carvalho,” according to ABC7 News.

Agents from the Federal Bureau of Investigation (FBI) were seen entering the superintendent’s residence shortly after sunrise, while a separate team served a warrant at the district’s Beaudry Avenue headquarters. Boxes of documents and electronic equipment were removed from both locations over the course of several hours, according to video captured by local media.

The superintendent, who has led the Los Angeles Unified School District (LAUSD) since 2022, said through an attorney that he is cooperating fully and has not been charged with any crime. “We are confident that when the facts are known, it will be clear that the superintendent has acted lawfully and in the best interests of students,” the statement read.

Deals

Several people familiar with the matter, speaking on condition of anonymity because they were not authorized to discuss the investigation, said federal authorities are examining a series of high-value technology contracts approved during the pandemic and its aftermath.

The district received billions in federal and state relief funds during the COVID-19 emergency. That influx of money allowed for rapid procurement, but critics have long warned that the speed of the spending created vulnerabilities.

Board members acknowledged Thursday that investigators have requested records related to vendor selection, bidding procedures, and communications between district officials and outside contractors. “We are taking this extremely seriously,” said one school board member. “The integrity of our procurement process must be beyond question.”

LAUSD has faced scrutiny in recent years over cost overruns, no-bid contracts, and consulting agreements. “It’s unclear what the FBI is investigating. The Los Angeles school district is home to about 400,000 students, and Mr. Carvalho, as superintendent, has one of the highest-profile jobs in K-12 education. He earns a salary of $440,000 a year,” according to The New York Times.

Reactions

The raids reverberated across Los Angeles political circles. Mayor Karen Bass said in a statement that she had been briefed on the situation and expects “full transparency and cooperation with federal authorities.” City officials emphasized that LAUSD operates independently from City Hall but acknowledged the investigation’s potential impact on public trust.

Parents and teachers expressed a mixture of shock and frustration. “We’ve been fighting for smaller class sizes and more counselors,” said one middle school teacher outside district headquarters. “If there’s been any misuse of funds, that’s devastating.”

The teachers union called for calm, urging members not to jump to conclusions. “An investigation is not a conviction,” the union president said. “Our priority remains serving students, and we will continue to work with district leadership to ensure stability.”

Legal experts note that search warrants executed by the FBI, require a judge to find probable cause that evidence of a crime may be found at a specified location.

“This indicates that federal investigators believe there is evidence worth seizing,” said a former federal prosecutor. “But it does not mean charges are imminent.”

The U.S. Attorney’s Office for the Central District of California declined to comment.

Scrutiny

School board members held an emergency closed-door session Thursday afternoon to discuss legal strategy and operational continuity. No immediate leadership changes were announced. Under district policy, the board has the authority to place the superintendent on administrative leave if circumstances warrant, but members indicated they would wait for additional information.

Broader Context

The investigation comes at a time of heightened federal scrutiny over the use of pandemic relief funds nationwide. School districts across the country received unprecedented levels of federal aid intended to stabilize operations, prevent layoffs, and support remote learning. While most districts have reported compliance with federal guidelines, isolated cases of alleged misuse have drawn attention.

A Community in Limbo

By late afternoon, FBI agents had departed both the superintendent’s home and district headquarters. The district issued a brief statement reaffirming its commitment to transparency and student success. “We will cooperate fully with all authorities and continue focusing on our core mission: educating the children of Los Angeles,” it read.

For now, many questions remain unanswered. The investigation could conclude with no charges, or it could lead to significant legal and political consequences. Until more details emerge, Los Angeles families, educators, and taxpayers are left watching closely as FBI agents sift through the documents and devices seized in a high-profile probe that has placed the city’s school leadership under an intense spotlight.
